History – San Bernardino County was formed from Los Angeles County in 1853 based on Assemblyman Jefferson Hunt’s bill. On April 26, 1853, San Bernardino County was created from parts of Los Angeles, San Diego and Mariposa Counties. In 1854 the city of San Bernardino was incorporated as the county seat. In 1893 Riverside was created out of parts of San Bernardino and San Diego Counties. In 2012, San Bernardino filed chapter nine bankruptcy.

San Bernardino’s colorful history begins in the early years of the 19th century. Spanish missionaries were the first settlers to the region. They chose the fertile valley at the foot of a majestic mountain range as an outpost for other missionaries who traveled throughout the California territory preaching to the various Indian tribes.

A well-known landmark of the San Bernardino Valley is the arrowhead that sits high on the mountainside. Measuring 1,375 feet long and 449 feet wide, the arrowhead is visible from as far away as 30 miles on a clear day. As the years went by, San Bernardino floundered and flourished with growing pains, just as all communities do. The good times went hand-in-hand with the bad times. Today, of course, San Bernardino has grown into a civilized, urban center – a modern community with a bright future. The enduring spirit and vitality of yesterday’s pioneers is still evident and is reflected in the pride of the community.

President Lyndon Johnson worked as an elevator operator in the Platt Building in San Bernardino in 1925; and President Bill Clinton visited the recently closed Norton Air Force Base in May 1994.

Manufacturing – It was the turn of the 19^th century that saw San Bernardino, and Riverside County, move into manufacturing with avid enthusiasm. Most anything that was made in New England at that time was produced in Worcester, to the profit of many growing companies. Textiles, shoes and clothing, then eventually power looms, machinery and wire products – all of these were produced in abundance in Worcester. A number of inventions came out of Worcester as well, including the Valentine’s Day card, Candle-pin bowling and the monkey wrench.

Of course, no American city could stay at the top of the manufacturing world forever. Work moved overseas and even the great industries present in Worcester faded. Some manufacturing still remains, but not at the levels seen in the first part of the 20^th century.

The Mayor and City Council amended Ordinance MC- 1464 in September 2018, regulating commercial cannabis activities in the City of San Bernardino CA as reflected in Municipal Code Chapter 5.10.  The current Ordinance.
